A heat pump has more than one way to fail
The same outdoor unit may heat in winter and cool in summer, so a complaint about one mode can still involve shared airflow, electrical, or control components. A technician may need to examine the indoor blower, outdoor coil, capacitor or contactor, refrigerant circuit, reversing valve, defrost controls, thermostat, and condensate path.
Ice is not a price tag. Light frost can be part of a normal heating cycle, while solid ice that remains or blocks airflow points to a problem that needs testing. Turning the system off is safer than chipping ice from a coil or pouring hot water over it.
The quote should help you decide, not just approve a part
Ask what failed, how it was confirmed, whether the repair restores both heating and cooling operation, and what else was observed. A part replacement can be reasonable when the rest of the system is sound. Repeated failures, a major refrigerant or compressor concern, or poor comfort after earlier work may justify a replacement discussion.
Access matters too. Outdoor equipment, indoor coils, crawlspaces, tight closets, and drainage all change the work involved. A written scope makes those conditions visible before you approve the repair.
